Chris Atchison - President
Chris has many years of expertise working collaboratively across the province, ensuring optimal program results for employers, participants, communities, and funders. Chris brings to BCCA a wealth of experience, including 9 years as Chief Operating Officer at ASPECT and 17 years as the Provincial Employment Contracts Manager for a variety of different job/training programs.
In addition to his work credentials, Chris holds an International Relations Degree from UBC and a Shipping and Marine Operations Diploma from BCIT, is President of the Victoria Minor Hockey Association and Chairman of the Sandra Schmirler Foundation. Plus in his “spare time” he also manages to be Head Coach of the South Island Royals (Bantam “AA” Female).
Warren Perks - Vice President, Director of Industry Practices
Warren Perks leads the BCCA and integrated groups as VP and Director of Industry Practices, promoting the adoption of standards and practices for the BC construction sector on numerous matters. Starting out as a draftsperson and working extensively as a construction project manager in Alberta and British Columbia, Warren brings hands-on experience and understanding on numerous construction sector issues.
Warren is a significant player in the development and implementation of online bidding, and continues to influence the evolution of building regulation, standard documents and construction practices. Through the Public Construction Council, numerous Standards and Practices Committees and his ongoing administration of the BCCA’s BidCentral online tendering services for public construction projects, he is focused on establishing strong processes which reflect industry needs and practices while maximizing the return on investment.
Abigail Fulton - Vice President, BCCA
Executive Director of the Construction Foundation of BC
Abigail Fulton is a lawyer by trade and an active advocate for major issues relevant to BC’s construction sector, with experience in commercial and corporate law for construction businesses and 16 years in the sector as an employee of the BCCA.
Abigail is a thought leader on sector issues such as apprenticeship, training, sustainability and safety; an expert on labour market information and development groups; Past Vice-Chair on the Safety Standards Appeal Board, Director of the Common Ground Alliance; a strong voice in regulatory review; she also continues to be active in tax change and red tape advisory groups.
With emphasis on projects with direct results for sector employers, Abigail established the BCCA’s Foreign Skilled Workers BC initiative which seeks to bring in experienced, specialized international workers for BC employers to provide expertise and train BC apprentices when such local workers are unavailable, and was instrumental in the creation of the Construction Foundation of BC. As Executive Director of the Foundation, Abigail created the Project Shop Class initiative to improve BC school shop classes and provide a stronger introduction to the trades.
Manley McLachlan - Advisor
Manley McLachlan has developed a culture of innovation, creativity, and accountability at BCCA, where, as President, he has overseen government relations, operations and business development since taking office in 2004. Previously, Manley brought his forward thinking to leadership of the Saskatchewan Construction Association.
Manley facilitates responsive action on sector issues by effectively engaging government, industry groups and individuals; he has been integral to the success of multiple career development programs including the Skilled Trades Employment Program, JobMatch, and Foreign Skilled Workers BC, cutting edge technological tools for construction such as BidCentral, and the forward evolution of regulation and policy for the construction sector, including the creation of the Deputy Minister’s Industry Infrastructure Forum.
During his tenure the BCCA has grown its capacity, revenue, and reputation, to become a truly influential organization in BC.
Jonathan Smallwood - Business Development, BidCentral
Jonathan Smallwood oversees development, operations and sales for the BCCA’s BidCentral online tendering application. Working closely with BidCentral technology partners and leadership team, Jonathan is augmenting the sizeable BidCentral network and tools by building strong relationships with contractors, owners, government and associations throughout the province. Jonathan has shown his ability to develop untapped potential, through project management for Olympic Village developments, business development for Trail Appliances and management of multiple business units at Telus.
Zuzana Capeau - Executive Assistant
Zuzana Capeau joined BCCA in August 2015, bringing 15 years of experience in program coordination for co-op education and post-secondary experiential learning programs. Zuzana has a background in psychology and anthropology. She’s currently applying her enthusiasm for connecting people through her executive level assistance to the BCCA President. From organizing board meetings to planning events with the four regional associations and everything in-between, Zuzana’s involved in many aspects of the daily BCCA operations.
Zuzana is thrilled to be part of an organization that is supporting a growing sector. She’s passionate about helping British Columbians find rewarding careers in the trades.
Marlene Gurnham - Provincial Manager, BCCA-IN
Marlene Gurnham is the organized, driven Operations Manager of the BCCA Integrating Newcomers (BCCA-IN) program, overseeing administrative and field staff across the province. Marlene has a solutions-focused mentality for the program and her team, combining extensive experience leading administrative teams with procedural knowledge and a focus on metrics-based decision making.
Marlene’s advice to those looking to start their careers: Be realistic and do some research. If getting a job after you finish school and making a good living is your goal, find out what is in demand and head in that direction. Your goals may change 10 times before you get there, but you’ve got to have a plan.
Jackie Knutson - Accounting & Finance Manager
Jackie Knutson is the BCCA’s financial leader with big-picture thinking in mind. A Certified General Accountant and skilled puzzle solver in charge of budgeting, reporting and forecasting, Jackie fits the pieces of the big picture together. Jackie brings together precision, business sense, and a deep understanding of the complexities of Association management and government funding, carried by her passion for action on industry issues and the mandate of the Skilled Trades Employment Program.
Jackie believes it is important to experience as many elements related to your chosen career as you can, then focus and work hard towards your goals.
