SECTION 2

INSTRUCTIONS TO BIDDERS

We recommend using the following format and language for the Bid Depository Section of the Instructions to Bidders.

Bids for the following sections or divisions shall be submitted in accordance with the current British Columbia Construction Association Rules of Procedure:*

* We do not recommend "combined bids only" because we believe it limits competition but if you will accept only one trade contractor for certain related sections of work, specify "combined bid only".

RECOMMENDED BID DEPOSITORY TRADES

Those commonly used for Bid Depository are as listed under Rule 1.G. of the Bid Depository Rules of Procedure. If circumstances require that other (non-listed) work be put through Bid Depository please contact the Provincial Bid Depository Administrator at 1-800-699-9011 prior to doing so:

Please ensure all directly related sections are closed through Bid Depository. Exclusion of a related section only encourages post Bid Depository adjustments that defeat the purpose of the Bid Depository system.

BID DEPOSITORY CLOSING LOCATIONS AND TIMES

INSERT:

Bid Depository bids shall be submitted to the locations shown below (select location of closing Bid Depositories from Appendix B of the Bid Depository Rules of Procedure, preferably with a maximum of three) up to 3:00 p.m. Local Time on(insert date and year).

We would recommend that you contact the local construction association office nearest to the project to discuss the locations best suited for closing.

RECOMMENDED SCHEDULES

Recommended schedules as follows, all times shall refer to LOCAL TIME where the project is located:

Note - as we don’t recommend closing projects on Monday or Friday. This schedule includes for only Tuesday, Wednesday and Thursday closings.

Prior to finalizing the closing dates, we recommend that the Tendering Authority contact the local construction association office nearest to the project to ensure that there are not other projects closing on the same date; and that it is not a designated industry holiday or after a designated holiday. This will assist in ensuring that competitive bids are received from as many contractors as possible. We would also recommend that you discuss the locations of closing for Bid Depository.

NAMED TRADES

INSERT:

General Contractors shall list on the Tender Form the names of the proposed Trade Contractors for all the specified Bid Depository sections or divisions. Only tenders which list one Trade Contractor for each section or division submitted in accordance with the Bid Depository Rules of Procedure for those sections or divisions specified shall be subject to a recommendation of acceptance from the Tender Calling Authority to the Owner. Any other tenders shall be rejected. No change of Trade Contractors will be allowed following the opening of tenders without the written permission of the Owner.

General Contractors intending to perform any of the work of the specified Bid Depository sections or divisions must have complied with the requirements of the Bid Depository Rules of Procedure, and shall list Own Forces for the appropriate sections or divisions on the Tender Form. General Contractors naming Own Forces shall be required to demonstrate their ability to perform the work to the Owner’s satisfaction.

The following paragraph may be included at the tendering authorities’ discretion:

INSERT:

General Contractors who either receive no bids for a specified Bid Depository section or division of work, or who have no valid bids remaining as a result of disqualification or withdrawal of bids, and who have been unable to obtain bids outside of Bid Depository, may indicate Bidding Own Forces or No Valid Bids Received for that section(s) or division(s) on the Tender Form.
